Both are correct grammatically. The usage of either Past Simple or Present Perfect depends on what you mean and how you view the sutiation (unless there's a clear reference to an event in the past, such as a date). The rules for both tenses are available in every grammar book.

Matroskin, sorry, my original intention wasn't to correct your spelling (I have corrected my own spelling in the last post), but to clarify your corrections (for "I am still having the same problem" and "How can I build the last sentense.. "), mostly for those who asked to correct them and help to improve their English. I did not correct any other post of yours, and will not do it again.

As for me - I think everyone has a room for improvement, and I try to imrpove my English all the time, even if I don't have to take IELTS or any other test.

Ani - thanks a lot for the correction and detailed explanation! I am not a professional translator, and sometimes don't know the reason why it should be said or written in specific way, but more rely on my feeling of the language. Jen, you're welcome. Your English is great! My respect!

As for the two sentences above, I believe that both of them are correct. There is a little difference in style though. "I am having" is more conversational, but acceptable. Normally the verb haveis not used in continuous tenses, along with some other verbs of feeling and perception. Therefore, the first sentence would be more appropriate in writing.
However, if you want to put a special emphasis on the fact that you're continuously having the problem and it annoys you, the second sentence is absolutely legitimate in writing as well.

Jen, thank you for your support, it`s very important for me..
I`m going to improve my language at BKS Scool. But first of all i have to finish my CIO education. In this case i`ve not enough time to improve it by myself now... but i`m trying to listen CBC.ca :)

No, he passed... He told about it but didn't say the results.

To safronov,

When you say 'he didn't pass the test' it means that the person took the test but failed to get a sufficient score for the credit.

I think in that situation it would be more appropriate to say "he didn't take any tests'.

You can take a test and as a result you can pass it or not...

I don't remember the result in detail now, but it was from 6.0 to 6.7. Speaking was the best one.

I did not try to write correctly because the forum is not IELTS, so...

No, I do not try to focus on mistakes you make. I believe your English is quite good, keeping in mind your great results in adaptation in canada. ;)
The reason I ask is my feeling that your english level (written at least) is very close to mine.
I've got 7.0 Overall IELTS band (L:6.5, S:6.5, R:8.0, W:6.5).
And this brings me hope that my english level is also good enough to start new country experience ;)

Wow! Your reading is mach better, than other tests. The result 8.0 you got is a great success! My IELTS was pretty weak, because I had no enough time to learn English before exam. I was busy at that time with my projects in Russia.

I suppose your English is good enough for interview and for job seeking. But whether or no speaking should be a little better to keep a conversation to Canadians. It is more important speaking than reading. My speaking was 6.5. Not just kidding it was pretty weak to express my opinion in discussing I got that time. From time to time (oftener than I would like) I felt impotent to explain something to my friends. :D I still got some troubles with explanation of my car problems when I talking to mechanic. That is because I still have some troubles with knowledge of the car parts in English. But I already know about couple dozen of the car parts in English and it makes possible to retain the conversation about my car problems.

Be patient and insisting in learning commonly acceptable expressions and you’ll be successful in Canada. Good luck!
